Carmen Meeks | Secretary

Carmen Meeks is an equity-driven educator and community leader committed to transforming systems through access, accountability, and representation. As Director of Math314 Programs and School Leadership at Washington University’s Institute for School Partnership, she leads initiatives that strengthen math instruction, build teacher leadership, and advance culturally responsive teaching across St. Louis-area districts.

Carmen also serves as President of the Special School District Board of Education for St. Louis County, championing inclusive, high-quality opportunities for all students, including those with disabilities and in career and technical education programs.

Currently pursuing her Doctorate in Educational Leadership at Saint Louis University, Carmen’s research centers on culturally responsive school leadership and equity-driven policy design. Through her consulting firm, Pathlight Strategies, she partners with organizations like Propel Kitchens and The St. Louis American’s NIE Program to align community impact with systemic change.

Her work reflects BlackCount’s mission to amplify Black leadership, inspire civic engagement, and build sustainable pathways for collective empowerment.
